Imperial Valley Computer Manufacturing LLC is a data center development company focused on AI and high-performance computing infrastructure. The company is currently developing the Imperial Valley Data Center Campus, a 330 MW, 950,000 square foot facility in Imperial County, California.

Regulatory Clarity

We develop in locations with clear entitlements and community support. The Imperial Valley site is zoned by-right for data center use, CEQA exempt, and backed by a favorable utility framework under IID Regulation 21.

We believe infrastructure development should create lasting local benefit. That means local hiring, significant tax revenue, sustainable operations, and transparent communication with the communities where we build.

Sebastian Rucci, P.E., J.D

Sebastian Rucci is the founder of Imperial Valley Computer Manufacturing LLC and the principal developer behind the Imperial Valley Data Center Campus, a $10 billion AI and high-performance computing facility in Imperial County, California.
 

Sebastian brings a unique combination of engineering and legal expertise to complex development projects. As both a licensed Professional Engineer (P.E.) and attorney (J.D.), he has over 40 years of experience in business development with a highly successful track record in land development, land use law, and real estate.

He holds 23 bar certificates across multiple state and federal courts, including all California state and federal courts, all twelve federal courts of appeal, the U.S. Supreme Court, and federal district courts in California, Ohio, Pennsylvania, Illinois, and Michigan. This expansive legal reach allows him to navigate the complex regulatory landscape of large-scale infrastructure development.

Sebastian's practice areas include land use and zoning, real estate development, business law, and civil rights law - providing comprehensive legal and technical expertise for projects of this magnitude.

He earned his B.S.B.A. from Youngstown State University (1984) and his J.D. from Western State University College of Law (1994).
